Born in Caguas, Puerto Rico I moved to New York at the age of 18 without being able to speak English. In 1973, while attending college full time, I started to work the night shift at a local McDonald’s as a crew person. Soon after, I entered their Management Development program; I was promoted to Assistant Manager, then Manager and later to Area Supervisor.

In 1979, I took the NYPD exam and joined the department in 1980 as a police officer where I worked as an undercover officer for eight years. In 1988, I resigned from the police department to enter into my own business. In November 1988, I purchased my first McDonald’s restaurant in the South Bronx. It was not an easy task, but with hard work, determination and dedication, today I am the president of Toli Management Corporation. My main office is in Huntington Station and I own 14 McDonald’s restaurants in the Bronx with a total of over 500 employees. Nearly all of my management staff is compromised of young people that have grown within my organization.

I am a founding member of the National Puerto Rican Business Council and a member of the Board of Directors of the Bronx Overall Economic Development Corporation (BOEDC), a member of the Board of Directors of the L.I. Ronald McDonald House, a member of the 161st Street Merchants Association, a member of the McDonald’s Hispanic Owners Association, where I have been instrumental in increasing Hispanic franchise ownership. In 1996, I received a NY Sate Assembly Legislative Resolution; I was also awarded the Hispanic Chamber of Commerce Business Man of the year award. I received the Ronald McDonald Award (the highest award given to a franchisee), and many more community awards and recognitions, because I am a firm believer in giving back to the communities we do business in.

I attended CUNY Kingsborough Community College and John Jay College of Justice.
