I cannot help but regard with wonder the events that have transpired over the six years of my association with Promesa. Promesa is stronger today than ever in its history. We do more for our clients than ever in our history. And we are better positioned to take advantage of the opportunities ahead of us than ever in our history.

In explaining our success, I keep coming back to three basic guiding principles, which helped define what Promesa is today.

Focus. The creation of a coherent service delivery paradigm clarified Promesa’s vision of what it is and what it is not. Health care, education, housing and economic development are the vital product lines that are at the core of Promesa’s past, present and future. The agency has conducted market analysis of its products and assessments of projected demand for services. As a result of these findings, it has adopted a strategy of growth through collaboration and/or acquisition.

In those instances where the market demands services that Promesa does not provide, the agency has forged collaborations with other companies to ensure that such services are delivered to our clients. We have learned to focus on what we do best while partnering with experts to provide additional services that are ancillary to our products.

Just as importantly, Promesa has explored a range of targeted acquisition and investment opportunities with which to grow its core services. The agency’s revenues have grown approximately 5% over the last three years due to an increasing demand of existing services. Through these acquisitions and investments, Promesa hopes to generate future company growth of more than 20% over the next three to five years. The resulting increased liquidity will enable Promesa to make crucial investments into its people, processes and plant to ensure optimal performance. Internally, the installation of continuous quality improvement (“CQI”) concepts as a basic tool for identification of process, outcomes, benchmarks and evaluation in a spiraling fashion has enabled Promesa to remove obstacles to its organizational progress toward optimal performance.

Talented People. A strategic vision does not define a company’s success - its people do. Promesa long ago realized that one of its most important assets was the vast knowledge base locked up in its people. Over the years, Promesa employees learned what worked and why. Failing to tap this vast warehouse of experience would have been a lost opportunity to grow. Promesa has worked diligently to ensure that independent thought and input from all levels of the organization are used to formalize work processes, flow and expected outcomes essential to the organization’s survival.

To encourage such input from the staff, Promesa has emphasized staff development and education. Further, through the creation of career tracks for its employees, Promesa has developed a workforce that supports the mission of the organization.

Drive. No organization can afford to rest on its laurels. Every day offers a chance to exploit opportunities and to remedy weaknesses. Whether its computer chips or affordable housing, nothing is truer today than the old adage: “who dares, wins.” Promesa has reached many significant milestones. The development and success of Promesa’s primary care programming is a fine example of what can happen with hard work and foresight. The successful launch of Promesa’s outreach services has generated increased community awareness of Promesa’s services and access points. Implementation of initiatives such as day treatment programming or the supportive and affordable housing development that Promesa is scheduled to open in fiscal year 2002 will expand the agency’s depth in programming and broaden its geographical range in the Bronx and beyond. We have identified new paths for Promesa; paths lined with opportunity and demanding commitment in exchange for success.

I believe that Promesa’s prospects for growth and development are excellent. I believe this not because I have to believe it or because I can see deep into the future. No, I believe Promesa is on the right track because I know first-hand what marvelous things can happen when you combine a little focus, a pool of talented people, and alot of drive.
